I. General requirements

All localities should thoroughly implement the new development concept, adhere to the policy of government support, enterprise main body, market operation, adhere to the source reduction, process control, terminal utilization of the treatment path, with livestock manure fertilizer and energy utilization as the direction, focus on the scale of pig farms, and comprehensively promote the utilization of livestock and poultry waste resources.

In 2020, we will continue to support livestock and poultry waste recycling efforts in large livestock farming counties (hereinafter referred to as the "County wide Promotion Project"), and at the same time, we will support qualified manure treatment projects for large-scale livestock farming farms in non-livestock farming counties (hereinafter referred to as the "Large-scale livestock farming Waste Treatment Project").Propulsion project will improve the whole county farm household waste treatment facilities and equipment level, both of livestock and poultry manure storage and use of field facilities, unblocking returning manure utilization, livestock and poultry waste comprehensive utilization rate of 90% or more, industry farm waste treatment facilities and equipment matching rate reached 100%, build up the farming, animal husbandry, circulation mechanism of sustainable development.Scale farm waste management project to highlight key areas and the main breeds, construction of key support scale farms to waste fertilizer use requirements of facilities and equipment, to further expand the scale of processing, enhance the level of processing, to ensure that the end of the year the province of livestock and poultry waste comprehensive utilization rate of 75% or more, industry farm waste treatment facilities and equipment matching rate above 95%.

Ii. Contents, conditions and methods of project support

The county will arrange the remaining funds for the project this year, and support the construction of large-scale farms and third-party processing subjects in accordance with the established implementation plan.Large-scale manure farm sewage treatment project according to the following requirements.

(I) Supporting content.Large-scale manure treatment projects mainly support large-scale manure treatment facilities construction of drinking water, manure cleaning, environmental control, odor treatment, anaerobic fermentation or closed storage fermentation and composting (retting) fertilizer facilities construction, purchase of manure transportation and application machinery equipment, supporting the construction of manure conveying pipe network and field storage tank, etc.

(2) Conditions of support.The supporting scope of the manure pollution treatment project for large-scale livestock farms shall be the non-livestock husbandry counties that have not implemented the whole county promotion project of livestock and poultry waste resource utilization funded by the central finance and central budget from 2017 to 2020. The livestock farms supported shall meet the following conditions:

1. The relevant procedures of land use for farms and environmental impact assessment are complete, which have been recorded in the information system of the ministry of Agriculture and Rural Affairs.

2. Able to set up a resource utilization ledger as required to accurately record the treatment and utilization of feces.

3. In principle, the land shall be used for supporting consumption or the manure disposal agreement shall be signed, and the livestock and poultry manure shall be returned to the land nearby for use.

4. After the implementation of the project, the stench of large-scale farms is effectively controlled, and the liquid manure is sealed for storage and treatment.

In order to avoid multiple and repeated arrangement of funds, pig farms that have implemented the 2019-2020 large-scale pig farm construction subsidy project will not be included in the support scope.

(3) Ways of support.The provinces shall determine the scope of project support according to the implementation conditions of the project, reasonably determine the subsidy standards according to the requirements of high-standard construction, and provide one-time subsidies for the construction, renovation and expansion of the manure treatment facilities of large-scale farms in 2020 by means of awards instead of subsidies, first construction and later subsidy.

Iii. Job requirements

Provincial agriculture and rural areas, agriculture and animal husbandry, animal husbandry and veterinary department (hereinafter referred to as the "agricultural rural sector"), the financial department according to "regarding NongCunBu of agriculture and the Ministry of Finance in 2020 agricultural production development project implementation work notice (agricultural goods hair [2020] no. 3) requirement, strengthen the cooperation with, do a good job of livestock and poultry waste resource utilization project implementation.

(1) Formulate an implementation plan.The provincial agricultural, rural and financial departments shall formulate the implementation plan of the provincial projects in a timely manner, clarify the implementation conditions, recipients of subsidies, subsidy standards, implementation requirements and regulatory measures, etc., and submit the plan to the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs before July 30.The county should effectively speed up the implementation of the project to ensure the completion of the project targets and tasks by the end of the year.If individual individual projects cannot be implemented for objective reasons, they should be promptly adjusted.The revised implementation plan shall be promptly reported to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record.

(2)Strengthening support guarantees.We will actively coordinate and implement policies such as putting biogas power online, integrating biological natural gas into urban pipelines, and using land for electricity, so as to provide support and guarantee for the implementation and operation of livestock and poultry waste recycling projects.We will accelerate the development of socialized service organizations, promote the formation of a market mechanism for the return of manure to the field, and promote the development of a combination of planting and breeding.According to the characteristics of agricultural planting in the producing area, an expert group should be established for the treatment of manure and the return of manure to the fields to actively explore and improve the technical specifications for the return of manure.

(3) Strict management of the use of funds.The resource utilization of livestock and poultry manure belongs to the obligatory task, and the subsidy funds of the project shall not be used as a whole.We will promote the coordinated implementation of projects to turn livestock and poultry waste into resources, replace chemical fertilizers with organic fertilizers for fruits, vegetables and tea, protect and improve the quality of cultivated land, and protect and utilize black land in northeast China, so as to improve the use of funds.

(4)Strengthening performance evaluation.Provincial finance departments and agricultural and rural departments shall, in accordance with the Measures for the Performance Management of Agriculture-related Transfer Payment funds, comprehensively evaluate the achievement of performance targets, completion of task lists and use of funds for livestock and poultry waste resource utilization projects.Agricultural and rural departments at all levels shall strengthen daily supervision of project implementation, solve problems in project implementation in a timely manner, organize project implementation units to report project progress according to requirements, and earnestly strengthen data audit to ensure that the data are true, comprehensive and effective.

(5) Pay attention to publicity summary.Agriculture, rural areas and financial departments at all levels should strengthen policy publicity through various channels to create a good atmosphere for the implementation of the project.It is necessary to determine the main mode of promotion in this region in light of local conditions, and promote the low-cost treatment of livestock and poultry dung and its return to the land nearby.All provinces are requested to submit the project summary and the whole county promotion model to the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs and the Agriculture Department of the Ministry of Finance before December 30.
